in every community in Northern Canada that I've been to, there are shoes on many overhead power lines in town. Bizzare. Total waste of shoes. total waste of money in communities where poverty is rampant.
I was watching Extreme Home Makeover years ago and they were doing a house in some bad part of town. One of the guys being interviewed said that the shoes hanging from a wire were a "sign" that drug deals were available in that area. Don't know if it's a universal sign, but I wonder now, every time I see it!
